Participation Levels and Working Groups
of the Global Partner Network for Feminist Foreign Policy
Participation Levels
The Network will convene spaces to advance learning, implementation and accountability of FFPs, coordinate sharing of research and information, and collaborate around key advocacy and communications opportunities. The Network offers three options for participation, depending on institutional affiliation and level of engagement. These include:
Core Partner: Core civil society organizations and government representatives actively engaged on FFP as a key priority and focus of their work. This includes Network leadership. Core Partners plan and attend signature events and convenings and lead ongoing work of the Network and its working groups on a day-to-day basis.
Member: Civil society organizations and government representatives that contribute to the Network’s activities as one of a number of institutional priorities. Members are able to participate in Network events and join or contribute to working groups.
Friend: Representatives of government, civil society, philanthropy, multilateral organizations, UN agencies, IFIs and academia who support FFP in their individual capacities and are interested in receiving updates on Network materials, events and opportunities.

Option 1: Core Partners
Core Partners of the Network:
Endorse or support our guiding document, “Feminist Foreign Policy: A Framework” (due to legal concerns, governments interested in joining as core partners are not required to endorse the document, but need to have announced and/or be implementing a FFP, and to demonstrate a level of ambition and learning in line with the principles and approach laid out in the guiding document)
Lead or actively participate in at least one of the Network’s working groups
Actively contribute to the Network and broader field of FFP (e.g. by developing or implementing FFPs, researching feminist proposals, engaging in FFP advocacy, working on related programming, publishing relevant reports/blogs/communications materials or engaging in other activities)
Update the Network’s Steering Committee on their contributions to advancing FFP on an annual basis, in accordance with the Generation Equality Forum annual reporting requirements. Additional information on this will be provided in 2023.
Adhere to the Network’s guiding principles in all Network-sponsored spaces, including in-person, virtual and hybrid events, social media, email listservs and other joint collaboration opportunities.

Option 2: Members
Members of the Network:

Are encouraged to participate in at least one of the Network’s working groups
Actively contribute to the Network and broader field of FFP (e.g. by developing or implementing FFPs, researching feminist proposals, engaging in FFP advocacy, working on related programming, publishing relevant reports/blogs/communications materials or engaging in other activities)
Adhere to the Network’s guiding principles in all Network-sponsored spaces, including in-person, virtual and hybrid events, social media, email listservs and other joint collaboration opportunities.

Option 3: Friends
Friends of the Network:
Receive updates from the Network on materials, events and opportunities in a spirit of interest and support, but are not required to endorse our guiding document, “Feminist Foreign Policy: A Framework”

Working Groups
The GPN has three active working groups driving our activities, open for participation to Core Partners and Members only. These include the following:
Steering Committee (SC): The SC provides overall vision and coordination for the Network. SC members, including both government and civil society representatives, advise on decisions related to: overall Network strategy, event planning, potential endorsement, publications, and membership review and concerns. The SC serves two-year terms with possibility of extension. Current Steering Committee members can be viewed here.
Advocacy and Outreach: The Advocacy and Outreach Working Group conducts outreach and implements the Network’s advocacy strategy. This includes identifying potential allies or prospective members and opportunities, planning event engagement, considering contingency plans around government transitions, developing and implementing press strategy, among other activities.
Advocacy and Outreach Working Group leads and participants will be identified in 2023.
Research and Learning: The Research and Learning Working Group monitors and analyzes new FFPs, conducts and disseminates research and relevant policy analysis on FFP, and engages with diverse stakeholders to learn best practices for implementation. A current focus of this working group is the development of a proposed accountability framework for FFP.
Research and Learning Working Group leads and participants will be identified in 2023.
